Andy Hua has over 20 years of experience at Health Canada, serving in a variety of regulatory and policy roles. Throughout his career, he has worked across several offices within the Pharmaceutical Drugs Directorate, including project managing drug submissions and serving as an Associate Director in a drug review bureau. A key highlight of Andy’s career has been his work in international affairs, where he collaborated with global regulatory partners to advance joint reviews in drug submissions. Most recently, as the policy lead for the Product Monograph Working Group, Andy led the development and publication of an updated Product Monograph Guidance and Master Template—an initiative shaped through consultation with both internal and external stakeholders.

Guillaume Couillard
Director General at Patented Medicine Prices Review Board

ABOUT OUR GUEST

Guillaume Couillard is currently the Director General at the Patented Medicine Prices Review Board since April 2023 where he is responsible for the day-to-day operations of the Board Staff. Prior to his current position, Guillaume served as the Director of Regulatory Affairs and Outreach (Dec. 2019 to April2023), where he managed projects and investigations under the Patent Act. From June 2014 to December 2019, Guillaume held the position of Director of Board Secretariat, Communications, and Strategic Planning at the Canadian Patented Medicine Prices Review Board. In this role, he was responsible for overseeing Board activities such as hearings, strategic communications with the media, and the strategic planning of the Board. Guillaume has a rich history with the Competition Bureau,where he worked from 2001 to 2014. Serving as the Major Case Director and Strategic Advisor from Oct. 2012 to June 2014, Guillaume managed projects and investigations under the Competition Act, providing senior-level advice to the Bureau's management. Guillaume holds a License in Common Law (May 2001) and a Degree in Civil Law (May 2000) from the University of Ottawa.
